The term just came up while I was searching for something else. I clicked on Google's "Did you mean this"? Well, here is a little information I found on the net:
Are you Gongoozler? Today, The word become familiar to many people searching, but many people don't know this word. Who is Gongoozlers? Gongoozler is a person who enjoys watching activity on the canals in the United Kingdom. The term is also often used in a more general way to describe those who have an interest in canals and the canal life, but do not actively participate.
The word is a Lincolnshire dialect: gawn and gooze, both meaning to stare or gape. According Wikipedia, "Gongoozler" may have been canal workers’ slang for an observer standing apparently idle on the towpath. "Gongoozler" as a term may also be used in any circumstance in which people are spectating without contributing to either the content or interest of an event.
The notable location for gongoozling: Fradley Junction, Staircase locks, Foxton Locks, Rochdale Canal in Manchester city centre, Falkirk Wheel, Fonserannes on the Canal du Midi and Languedoc.
